Why mold is common in Panama City
Panama City sits on St. Andrew Bay along Florida's Gulf coast, with hot, humid summers and heavy rain from tropical systems. Warm, moist air off the bay keeps materials damp for much of the year.
On October 10, 2018, Hurricane Michael made landfall at Mexico Beach, about 20 miles east, as a Category 5 storm and caused catastrophic damage across Panama City. Many homes were rebuilt or repaired in the years that followed, and damage that was closed up before it fully dried can still show up as mold years later.
Older neighborhoods such as St. Andrews and Cove include raised wood-frame homes with crawl spaces, where moisture can collect under the floor. Roofs, windows, and siding on older homes are common entry points for wind-driven rain.
Mold detection after storms in Panama City
Mold detection here is mostly a search for water that was never fully dried after Hurricane Michael or a later storm: inside walls that were patched rather than opened, under floors in older raised homes in St. Andrews and the Cove, and around roof repairs. Inspectors use a moisture meter and a thermal camera to find damp areas before anything is opened, then take samples only when the source is hidden or a report is needed.

Mold services in Panama City
What mold work costs in Bay County
| Service | Typical range |
|---|---|
| Small, isolated mold cleanup | From about $500 |
| Typical residential remediation, Florida | $1,500–$6,000 |
| Large or hidden growth | $10,000+ |
Panama City has no published survey of mold inspection prices, so the table includes only remediation ranges, based on Florida contractor price guides from 2025 and 2026. If a post-storm repair has to be reopened, replacing drywall, insulation, and trim adds to the mold work. See our inspection cost guide and remediation cost guide.
Florida mold licensing: what to check
Bay County had 45 licensed mold assessors and remediators in the Florida DBPR registry. After a major storm, unlicensed crews can appear, and checking a license at myfloridalicense.com takes a minute. A Florida mold license is required for most jobs over about 10 square feet, and the holder must carry $1 million in liability insurance.
Because an assessor generally may not remediate a home it assessed within the past 12 months, hire the assessor first, get the written protocol, then collect remediation bids against it.
Will insurance cover it?
In Panama City the claim depends on how the water got in. Wind and rain entering through a roof, window, or wall damaged by a hurricane may be covered by homeowners insurance, and the resulting mold may be paid up to a sublimit, often $10,000. Storm surge from St. Andrew Bay or other rising water is flood damage, covered only by a flood policy.
Hidden mold found years after a Hurricane Michael repair is harder to claim, because insurers look at when the loss occurred, and claim deadlines for a 2018 storm passed long ago. Mold from long-term leaks or humidity is generally excluded. See insurance and mold.
