Why mold is common in Katy
Katy spans parts of Harris, Fort Bend, and Waller counties west of Houston. NOAA's 1991–2020 normals for Houston show about 56 inches of precipitation a year, with June, September, and October the wettest months, and Gulf humidity keeps wet materials from drying for much of the year.
The Addicks and Barker reservoirs, built in the 1940s to protect Houston from flooding, sit just east of Katy. During Hurricane Harvey in 2017 they received 32 to 35 inches of rain and rose to record levels. Water from the two reservoirs flooded upward of 3,000 homes, and overflow from Barker left Katy-area neighborhoods south of Interstate 10 in waist-deep water. Releases needed to drain the reservoirs, which officials said could take about three months, also contributed to flooding of homes in west Houston.
Most Katy homes are slab-on-grade and relatively new, with air handlers and ducts in the attic. In the long cooling season, condensation on ducts, clogged condensate lines, and slow plumbing leaks are common sources of hidden moisture. The EPA recommends drying wet materials within 24 to 48 hours to keep mold from taking hold.

Katy follows Houston pricing; the table uses 2026 Houston contractor guides and a 2025 Houston square-foot guide. In a two-story house, a leak from an upstairs bathroom or air handler can wet the ceiling and wall below, so one source may mean two areas of work. Ask the consultant to measure each area in the protocol so bids compare cleanly. Our mold remediation cost guide explains the rest.
Texas mold licensing: what to check
Katy spans three counties, but mold licensing is statewide. The Texas Department of Licensing and Regulation licenses mold assessment consultants and mold remediation contractors separately, and any removal of 25 contiguous square feet or more must be done by a licensed contractor. On the same project, the company that assesses cannot also remediate, which keeps the scope from being written by the firm that gets paid to do it.
Crew members have needed their own TDLR license or registration since September 1, 2025, and licensees carry $1 million in general liability coverage. Check names at tdlr.texas.gov. You should receive the Consumer Mold Information Sheet up front and a Certificate of Mold Damage Remediation within 10 days of a passed clearance. Owners of properties with fewer than 10 units may do their own work, but then there is no certificate to hand a future buyer.
Will insurance cover it?
In 2017, much of the Katy-area flooding came from the Addicks and Barker reservoirs, which filled during Harvey, and controlled releases later flooded homes downstream. To a homeowners insurer that is still flood water, which standard policies exclude. Flood coverage comes from a separate policy, and FEMA says a new NFIP policy generally takes 30 days to begin.
Most Katy claims are smaller and start indoors: a washer hose, a failed water heater, a pipe that cracked in the February 2021 freeze. The Texas Department of Insurance says sudden, accidental damage like that is usually covered, along with mold on the items it soaks, while slow leaks are not. Many policies limit mold dollars, so read yours before a loss, and see our insurance guide.
