Why mold is common in El Paso
El Paso sits in the Chihuahuan Desert and averages less than 9 inches of precipitation a year under NOAA's 1991–2020 normals. Most of it falls during the summer monsoon, from July through September, often in short, intense storms that the dry ground cannot absorb.
The 2006 monsoon was the wettest on record. Storms from July 27 to August 4 dropped torrential rain, and on August 1 alone 3 to 10 inches fell across the area. The airport measured about 15 inches from July through September, the Rio Grande reached its highest level since 1912, and hundreds of homes were destroyed. El Paso Water put the damage in the city at $315 million, and the city created a stormwater utility in 2008.
Dry air helps, but it does not protect a wet wall. Evaporative coolers, common in El Paso, add moisture to indoor air, and a leaking cooler pan or supply line on the roof can soak ceilings and attic insulation without anyone noticing. Low-slope roofs that hold water after monsoon storms are another frequent source. The EPA recommends drying wet materials within 24 to 48 hours to keep mold from taking hold.

No published El Paso price data turned up in our research, so the table combines homeowner-reported inspection prices from Dallas, Houston, and Austin, Texas contractor per-square-foot guides from 2025 and 2026, and national job data. Treat the numbers as a starting point, since El Paso labor costs may differ from those big markets. Bids should be written against the assessor's protocol, with roof or cooler repairs priced separately. See our mold remediation cost guide.
Texas mold licensing: what to check
Mold seems unlikely in the desert, so El Paso homeowners are sometimes surprised that Texas regulates the work as closely here as in Houston. The Texas Department of Licensing and Regulation licenses mold assessment consultants and remediation contractors, and removing 25 contiguous square feet or more requires a licensed contractor. A wet ceiling under a rooftop cooler can reach that size, so ask for license numbers and verify them at tdlr.texas.gov.
The assessment and the remediation must come from different license holders on the same project. Starting September 1, 2025, crew members doing the work must also hold TDLR credentials. You should get the Consumer Mold Information Sheet before work begins, and once a post-remediation assessment passes, the contractor has 10 days to give you a Certificate of Mold Damage Remediation. Owners working on their own home with fewer than 10 units do not need a license.
Will insurance cover it?
Monsoon storms create most of El Paso's water claims, and they split two ways. Rain that came through a damaged or worn roof is a homeowners policy question; rainwater that ran across the ground and into the house is flood, which needs a separate flood policy. The 2006 storms showed how fast runoff can reach homes here. FEMA says a new federal flood policy usually has a 30-day waiting period, so buy one before July rather than during a storm.
A cooler supply line that breaks and floods the ceiling is sudden and accidental, and the Texas Department of Insurance says most homeowners policies cover that, plus mold on items it damaged. A cooler pan that dripped for a whole season is gradual and usually is not covered; many policies also cap or exclude remediation. Keep the Certificate of Mold Damage Remediation after the job, because an insurer may not underwrite against corrected mold damage. Our guide on whether insurance covers mold explains more.
