Why mold is common in Naperville
Naperville has no long-term NOAA station of its own; the nearest, at the Morton Arboretum in Lisle, averages about 40 inches of precipitation a year under the 1991–2020 normals, with May through August the wettest stretch, often in heavy thunderstorms.
Only about 26% of Naperville's homes were built before 1980, according to the Census Bureau, and most of the city is subdivisions from the 1980s onward, nearly all with basements. Many of those basements were finished later with carpet and drywall, and depend on a sump pump to stay dry. A pump that fails during a storm, a backup through a floor drain, or groundwater seeping in where downspouts drain too close to the foundation can soak a finished basement quickly. Homes near the DuPage River and its branches add flood risk.
Getting a wet basement dry within a day or two, as the EPA recommends, is the difference between replacing carpet and replacing walls.

Illinois mold licensing: what to check
Illinois has passed a mold remediator registration law, but the state has not started it, so there is nothing to look up yet. In Naperville, ask for the crew's certification, liability insurance, and a written scope, and ask whether the city requires a permit or contractor registration for the basement rebuild. See the Illinois page.
Will insurance cover it?
For a Naperville basement, the endorsement matters most. Water from a failed sump pump or a floor drain backup is usually covered only if your policy has a sump or water backup endorsement, often with its own limit. Groundwater seepage is commonly excluded, and river flooding needs a flood policy. A burst pipe is the case a policy usually covers, with a mold limit. The Illinois Department of Insurance takes complaints. See does insurance cover mold.
