Why mold is common in Chesapeake
NCEI's estimated 1991–2020 normals for the station at Fentress, the closest one in the city, come to about 49 inches of precipitation a year. The branches of the Elizabeth River, the edge of the Great Dismal Swamp, and a high water table shape much of the city, so rain drains slowly.
In October 2016, rain from Hurricane Matthew overwhelmed drainage across Hampton Roads. Much of the flooding was in neighborhoods away from the coast, and about 4,000 people in the region had registered with FEMA for help within two months. About 32% of Chesapeake's homes were built before 1980, according to the Census Bureau, and most sit on slabs or crawl spaces rather than basements. In a crawl space, humid air condenses on ducts and framing; in a slab home, storm water or a leak soaks flooring and drywall from the bottom up.
Drying within a day or two, as the EPA recommends, takes fans and a dehumidifier in a Chesapeake summer.

Mold services in Chesapeake
What mold work costs in City of Chesapeake
| Service | Typical range |
|---|---|
| Small area, under 10 sq ft | $500–$1,000 |
| Typical Hampton Roads remediation job | $1,500–$6,000 |
| Air test after remediation | $200–$600 |
Chesapeake shares Hampton Roads pricing, so the table comes from a regional remediation price guide published in 2025. Slab homes that took storm water tend to need flooring and lower drywall replaced, and crawl space jobs often add a new vapor barrier; both push a quote above the small-area line. See the remediation cost guide.
Virginia mold licensing: what to check
Virginia stopped licensing mold professionals in 2012 but kept one rule that matters in Chesapeake: a company selling home remediation must be certified by a recognized certifying body and must work to EPA guidance or the S520 standard. Ask for the certificate. If the job includes rebuilding worth more than $1,000, the contractor also needs a Class A, B, or C license, searchable through DPOR. See the Virginia page.
Will insurance cover it?
Matthew's rain flooding in Hampton Roads was flood damage, covered only by flood insurance, and officials estimated few victims had it. A sudden plumbing failure or a roof damaged by wind is more likely to be a homeowners claim, usually with a mold limit. Chesapeake owners can take an unresolved claim to the state Bureau of Insurance. See does insurance cover mold.
